Better Accessibility Near Condo Frontage in Jervois

Private developer SC Global proactively worked closely with PUB and LTA to improve connectivity for the local community and address inconveniences to them over the course of its construction project.

As part of the development of a new boutique condominium Petit Jervois, SC Global purchased a triangular plot (consisting of an existing paved footpath and green verge) for the condominium’s future frontage/signage. 

The pathway adjacent to the plot was frequently used by local residents as a short cut to get to Prince Charles Crescent and beyond. SC Global recognized the potential challenges for the local community and started working with the authorities on possible solutions.  With two adjacent plots either side of the walkway, access to the pathway would inevitably have to be closed at certain junctures of construction, a challenge which meant residents could only access the pathway by climbing over the pedestrian footpath safety barrier. 

MSO, together with LTA and PUB worked together with SC Global to pull back the hoardings to facilitate continued access to the footpath for local residents, whilst alternative infrastructural solutions were considered. SC Global continued to work closely with the government agencies, suggesting a footbridge as a solution and submitted a structural feasibility study on a potential bridge design to assist them in their review.  LTA and PUB also assisted with the studying of the various technical options available.  

To provide safe and convenient access for the residents, PUB built a new footbridge to allow residents to get from Jervois Road to Prince Charles Crescent through the footpath on the opposite side of the drain. The land being used for the footpath had to be secured first before the implementation of the works. In constructing the footbridge, PUB and its contractor were mindful to minimise inconvenience to residents. Instead of hoarding up the footpath to build the new footbridge, the team created a temporary access with support to allow public to continue to use the existing footpath. The team also worked late into the night in order to complete the casting of the bridge’s footing, which joined to the existing footpath, within the day. As a result, the team managed to complete the construction of the footbridge within a short span of two months.

This collaboration between SC Global and the government agencies is a great example of how private and public sectors can work effectively together to improve the well-being for the local community. Residents can now enjoy safe and easy access through the footpath, while the new condominium is being constructed.

The connection has been opened for public use since Jul 2021, and there have been positive feedback from residents who had earlier been affected.
