Combat against Littering @ Marsiling

Littering issues has persisted in Marsiling for years, and there had also been an increase in high-rise littering and noise nuisances from a basketball court and other common spaces.
To curb the issues, NEA deployed night vision CCTVs at the affected blocks. Grassroots Leaders staked out to identify trends of offences. NEA, Marsiling Yew-Tee Town Council (MYTTC), HDB and PA agreed to share data of the affected blocks so they could better study how to improve the situation.
Mainly, MYTTC provided information on suspect units and allowed NEA to deploy enforcement officers at the target areas.
As an immediate solution, MYTTC removed the seating facilities where residents often congregated at, in the common spaces, to address the noise issue. To address the littering issue, Grassroots Leaders conducted house visits to educate residents, and volunteers would educate litterbugs. Notices with strong headers and culprits’ faces were placed visibly in lift lobbies. These notices were placed within the CCTVs’ views to deter the offenders from pulling down the notices.
For a long-term solution specifically for repeat offenders, MYTTC also adopted a framework where they would hand over the CCTV footages to NEA to determine the next course of action.
The outcome of the actions taken was positive, and Marsiling saw an eventual decline in feedback on littering.
