Deployment of Dual Bicycle Racks in 23 HDB Towns

The Housing & Development Board (HDB) saw a surge in demand for bicycle parking facilities and received feedback from Town Councils and residents for more bicycle lots in estates. HDB observed that due to the shortage of such facilities, residents were parking bicycles in a haphazard manner in common areas. To address the problem, HDB worked closely with Town Councils and Residents’ Committees, to design a Dual Bicycle Rack System (DBR).
The HDB team developed and patented the DBR parking system to maximize bicycle lots. The DBR system has helped to increase the number of parking lots at the void decks while safeguarding common spaces. It has been designed with a new locking mechanism to minimise theft and encourages residents to park in a more organised manner, giving ample space for fire escape routes and communal activities.
Aside from field surveys to better understand the users’ needs and improve the system, HDB also engaged Residents’ Committees and Town Councils to identify locations to install the racks, to ensure that the problem areas were addressed. HDB also worked with the Singapore Police Force (SPF) to install CCTVs as a security enhancement.
Separately, HDB also worked closely with the Land Transport Authority (LTA) to address the issue of shared bicycles, by installing Quick Response (QR) codes at the new bicycle parking facilities to enable residents to end their trips with QR codes, and to ensure that the residents parked their shared bicycles within proper parking spaces.
