Fast and Secure Access (FSA) for HDB Blocks

The Housing and Development Board (HDB) collaborated with agencies to improve the secure access system for restricted areas in HDB blocks.
Previously, access to restricted areas, such as rooftops and service rooms in HDB residential blocks, were secured by manual padlocks. Restricted personnel who needed to access these areas approached Town Councils to draw the keys, and the process was manual and time-consuming.
HDB collaborated with PUB to craft the key requirements to create a Fast and Secure Access system. In lieu of the current manual padlocks, Facial Recognition System is used as a means to authenticate access into restricted areas. With the newly devised system, building owners now have enhanced abilities to detect and respond to any unauthorised access into restricted areas, namely switch room, pump room and rooftop. This allows for greater detection capability as alerts will be triggered to a backend monitoring station should there be any abnormal events (e.g. unauthorised access, contractors forgetting to close the door after maintenance, etc)
Town Councils, government agencies and contractors communicate with each other through the system’s portal to grant access when required and retrieve logs to keep track of entries. With the improved system, Town Councils, government agencies and contractors have easier access, and the HDB Smart Hub can securely retrieve the data from the backend when required. The productivity gains also ensure that service and conservancy fees paid by HDB residents are kept as low as possible, against rising manpower costs.
