Managing High-Rise Littering at Block 63 Sims Place

Persistent feedback of high-rise littering at Block 63 Sims Place was received in late 2020. Through educational site visits, engaging residents and deploying NEA’s surveillance cameras, high-rise littering acts from the 16th floor were captured. From investigation, it was found that the offender lived alone and was suffering from dementia. She continued to litter despite being caught.
AIC, NEA and RC worked together to follow up with the offender and her son. Walls and air-con ledges were cleaned and NEA persuaded the family to install a wire mesh at their kitchen window to prevent the offender from throwing things down. AIC and social workers from O-Joy Limited continued to engage the son and helped the offender to follow up with appointments at Geylang Polyclinic. No further high-rise littering feedback has been received since then.

The situation improved after family members of the offender installed a wire mesh for their kitchen window. The air-con ledge of the units below the offender was observed to be litter-free thereafter.
