Pigeon Management Plan Pilot @ 4 Hotspot Town Councils

To mitigate bird-related dis-amenities, the National Parks Board (NParks) engaged government agencies, Town Councils, and members of the public to pilot a Pigeon Management Plan. Taking a science-based approach, this pilot focused on food source and population reduction, and habitat modification measures such as nettings to prevent nesting.
Hotspots of pigeon-feeding issues were identified through a geospatial analysis of 18,000 cases of public feedback over two years. By incorporating research findings on pigeon population dynamics, dispersal patterns and behaviour, NParks identified four Town Councils to partner – Tanjong Pagar, Pasir Ris-Punggol, Jalan Besar, and Bishan-Toa Payoh.
Some of the key efforts included on-site operations by NParks to monitor and control the pigeon population, educating the public on pigeon-related public health issues at bin areas and food centres and enhancing enforcement efforts against pigeon feeding. NParks also worked with LTA and BCA on pigeon habitat modification, to curb nesting and roosting areas associated with transport, building and infrastructure.
Feedback received by NParks at the pilot sites reduced by approximately 25% over a three-month average as a combined effect of the programme and the Circuit Breaker. NParks has since been working with other Town Councils to scale up the measures in other areas.
