Repurposing Community Facilities in Zhenghua to Solve Municipal Issues

In 2020, recurrent feedback from Zhenghua residents included those of hygiene and noise disturbances caused by dogs in the neighbourhood. Irresponsible dog owners were leaving their pets’ droppings on the grass and walkways. There were also safety and noise concerns where children were playing at the void decks in close proximity to a childcare centre. Zhenghua-Segar Residents’ Committee Grassroots Leaders took it upon themselves to explore various options to address residents’ feedback and improve the living environment.
The Grassroots Leaders worked closely with HDB and the People’s Association (PA) to repurpose under-utilised areas in the vicinity into a pets’ park and a multi-purpose court, which would better serve residents’ needs.
One of the biggest challenges was to identify suitable sites and resources. Tapping on ground feedback and observations, the team identified an existing badminton court that was hardly used, as well as an empty plot of under-utilised space behind the multi-storey carpark.
The project team took in residents’ feedback during the design stage, and the completed Segar Gardens Court and the Pets Park were launched on 1 November 2020 and 12 December 2020 respectively.

Pets Park 1
From a piece of land too small for useful purpose to the creation of the Pets Park. The new Pets Park in Zhenghua neighbourhood became the gathering ground for pet lovers while resolving the issue of noise disturbances by and pets’ droppings on the grass and walkways in the precinct.

Segar Garden Court 1
From just a barren court to the revamped multi-purpose court, the Segar Garden Court became the rallying place for youth who regularly gather for a game of futsal whence they once terrorised the void decks.
