Waterloo Mall Street Enhancement Project

Waterloo Mall is a pedestrian mall that was often filled with stall setups and discarded boxes that obstructed the pathways, making the area unconducive to both street vendors and visitors. The situation posed a potential fire hazard as fire engine access was compromised, and the congregation of vendors also posed public health concerns in view of the COVID-19 pandemic.
The Singapore Land Authority (SLA) worked with the Urban Redevelopment Authority (URA), Singapore Food Agency (SFA), Singapore Civil Defence Force (SCDF), National Parks Board (NParks) and the Land Transport Authority (LTA) to draw up a layout plan that could accommodate all the stalls along the mall while complying with the Fire Code, safe distancing measures and Tree Protection Zone guidelines. The eventual plan offered designated lots for vendors to prevent overcrowding. Besides ensuring clear fire engine access for emergencies, spacing out the designated lots also created more walking space for pedestrians, enhancing the overall street experience at Waterloo Mall.
The Temporary Occupation License fee for the use of the lots was reviewed to be as affordable as possible, at $48.15 per month. Stall holders facing financial difficulties were also able to approach SLA for assistance.
