Are you aged 15 to 35 and passionate about making a difference in your neighbourhood?
The Love Our ‘Hood Youth Challenge (YC) is back for its 6th edition!
The Municipal Services Office (MSO) is co-organising YC 2025 with the National Youth Council (NYC). We are seeking youths with great ideas to create meaningful public education and marketing campaigns that help build a better community.
YC 2025 comprises four sessions held over four Saturdays:
- Workshops on 27 September, 4 October and 11 October 2025; and
- Pitching session on 1 November 2025.
All sessions will be held at MND Complex, 9 Maxwell Road, Annexe A Function Room, from 9.00 am to 1.30 pm.
YC 2025 THEMES
Participants can choose from any of the following themes:
1 | Encourage Clutter-free Corridors in HDB Blocks | We often see residents placing items such as bicycles, potted plants, and other personal belongings outside their flats. These items obstruct the common corridors and common areas, thereby posing inconveniences and safety hazards to their neighbours. SCDF’s regulation also states that residents should maintain a minimum 1.2 metres clearance along the common corridors. How might youths develop public education campaigns that encourage residents to keep their common corridors and common areas free of clutter in HDB estates? Examples of considerate behaviours that can keep common corridors and common areas free of clutter:

2 | Foster a Community-based Approach to Address Hoarding | Hoarding is a behavioural condition in which individuals excessively accumulate and retain items, often within their homes. This can compromise the safety and liveability of their living environment and may cause disamenities such as blocked walkways, fire hazards, unpleasant odours, and pest infestations, which affect not only the hoarders but also their neighbours and families. Addressing hoarding requires a shared understanding and collective effort. Greater public awareness and support can empower communities to recognise the signs, respond appropriately and guide individuals to the relevant authorities or support networks. How might youths develop engaging and impactful public education campaigns that raise awareness of hoarding as a behavioural issue, show understanding for those affected, and inspire the community to take action (e.g. that reduces communal disamenities and addresses the root causes of the hoarding behaviour)? |
3 | Deter Illegal Parking | Vehicles that are parked illegally can obstruct and inconvenience other road users and pedestrians, and risk causing accidents. How might youths develop public education campaigns that deter illegal parking and/or encourage drivers to adopt considerate parking behaviours? Examples of considerate parking behaviours:

4 | Raise Awareness of OneService App and Kaki Chatbot | The OneService App and Kaki Chatbot offer a one-stop platform for residents to report and track their feedback on municipal issues, without having to know which agency is in charge. The OneService App also has other features like Happenings, Book Facilities and Help Neighbour. How might youths develop marketing campaigns to raise the public’s awareness of these OneService channels? |
PROJECT IMPLEMENTATION
Selected teams will receive up to $10,000 each in funding, along with mentorship to guide their project’s implementation and evaluation.

You can sign up for YC 2025 now at https://go.gov.sg/yc2025. Registration closes on 7 September 2025.
You are welcome to register for YC 2025 either as an individual or as part of a team.
At the first workshop, you will be given the opportunity to form a team or join another team that shares your interest in a particular challenge statement.
If you decide not to form or join a team, you can continue as an individual participant in YC 2025. Please note, however, that if your proposal is selected for funding, you will be responsible for implementing the entire project on your own.
There is no limit to the number of members your team can have. However, MSO recommends you to consider the size of your team, to facilitate active participation and meaningful contributions by each member throughout the programme.
Please note that at least half of your members must be Singapore Citizens or Permanent Residents (PRs).
We strongly encourage you to attend all four YC 2025 sessions. This is to enable you to fully benefit from the programme and contribute effectively to your project. If full attendance is not possible, then you must attend at least three sessions.
If you are participating in a team, please also ensure that at least 1 member attends each session, so that your team stays updated throughout the programme. Please inform the organisers in advance if you/your members are unable to attend any of the sessions.
The lunches after the YC 2025 sessions are optional, but we strongly encourage you to join. They provide an excellent opportunity to connect with facilitators, mentors and fellow participants, exchange ideas, and build your network.
We do not accept pure digital campaigns or prototype-oriented projects. Physical engagement or community involvement with residents is required, as it will enhance the effectiveness of the campaign.
